DIXIM was born to show the connection between crimes and the illicit economy.

Most crimes have economic motivations, and illicit economy and victimization are connected phenomena. To uncover this relationship, we use data intelligence and methods inspired by modern criminological science.

DIXIM is a consultancy specialized in strategic intelligence for public security, offering data-driven solutions through technology and institutional coordination for governments, security agencies, and companies in the sector.

We operate in the analysis of political and regulatory scenarios, planning and implementation of public security projects, advocacy, and government relations, always focusing on efficiency, innovation, and real impact in reducing crime.

Our work combines research, big data, and predictive intelligence, ensuring that public security decisions are evidence-based and aligned with the best international practices. Additionally, we strengthen collaboration between the public and private sectors, creating effective strategies to develop policies, projects, and innovations that transform security in Brazil.

Whether it's planning and implementing command and control centers, structuring public policies, influencing legislative changes, or optimizing public security operations, DIXIM is the strategic partner that brings together intelligence, technology, and governance for efficient and sustainable solutions.

The Real Challenge in Fighting Crime

The 3 Great Obstacles

In Brazil, we face three great obstacles: data sources are scattered, access to them is difficult, and events are classified only by the type of crime.

When a criminal steals or smuggles a cell phone, car, or electronics, the criminal issue to address is not the specific crime of "theft or smuggling" but the illicit market of cell phones, car parts, and electronics.

Likewise, cases of homicide can result from illicit markets as well as from “non-economic” criminal issues such as domestic violence. Therefore, the focus should be on the criminal problem rather than the crime itself.

Imprecise data complicates
crime fighting

We are a criminal data intelligence company dedicated to providing solutions to identify and control criminal problems, particularly illicit markets. Using our proprietary methodology, we collect, reclassify, and analyze criminal events, producing data intelligence to identify criminal issues and support businesses, governments, and organizations in planning and controlling risks and losses generated by illicit markets and other criminal issues causing victimization.

Turning data into security and control

Our Reputation

  • DNA USP
We are a DNA USP company

The DNA USP brand was created to identify companies founded by students, alumni, and researchers from the University of São Paulo, as well as companies resulting from incubation or acceleration processes in incubators associated with USP.

  • Brazilian National Congress

Since 2018, we have worked with the Brazilian National Congress and the federal government as invited specialists to speak at public hearings of the Special Subcommittee on Criminal Matters of the Constitution and Justice Committee of the Chamber of Deputies, and on the National Policy for the Rights of Crime Victims at the Ministry of Women, Family, and Human Rights.

  • NET CRIME

In 2018, we received an Honorable Mention at the Brazilian Symposium on Computer Networks and Distributed Systems by the Brazilian Society of Computer Science (SBC), due to our research and development of the prototype "Safe Routes for Smart Cities," developed in partnership with the Institute of Computing at Unicamp. That same year, a paper from the project received recognition at the NetCrime 2018 symposium.

  • FIESP

We produced the Illicit Markets Yearbook and the Industry Victimization Survey for FIESP, materials presented at the OECD and the reason why FIESP was invited to join the OECD Task Force on Countering Illicit Trade.

  • Victim Support Europe

In 2020, we were welcomed on a technical visit to Victim Support Europe (VSE) by Executive Director Levent Altan and Deputy Director Aleksandra Ivankovic. VSE is Europe's leading umbrella organization advocating for victims' rights, representing 61 national organizations that provide support and information services to more than 2 million people affected by crime across 31 countries. They work to enhance European and international laws concerning victims' rights through research, knowledge development, and capacity-building at national and local levels.

Project Selected by the PMI Impact Program

In 2018, our project “Census of Transnational Illicit Markets: from the Tri-Border Area to the city of São Paulo” was one of 29 selected from among 157 competitors in the second round of the PMI Impact program.

The selection was made by approval from the Expert Council, composed of specialists in security, economics, and human rights, who have served in the governments of the United States and France, the International Criminal Court, and organizations such as the UN – Office of the High Commissioner for Human Rights, UNODC, IACA, and EUROPOL. In Brazil, only DIXIM (at that time JHM Pesquisa) and the University of São Paulo had projects approved by the PMI Impact program.

We have been invited to participate in the main international forums combating illicit markets and organized crime, notably the OECD Task Force on Countering Illicit Trade, where we represented FIESP in this body composed of governments, law enforcement agencies, universities, business associations, and institutions such as Interpol and Europol; and the 1st Forum Against Illicit Trade held by UNCTAD and TRACIT (Transnational Alliance to Combat Illicit Trade), where we were the only Brazilian organization invited to participate in the discussions.

Due to its expertise and work in producing knowledge about illicit markets, DIXIM, through its CEO, was invited to join the group of expert consultants of the Secretariat for Multidimensional Security of the Organization of American States (OAS), was nominated to join the global research network Global Initiative Against Transnational Organized Crime – GIATOC, and was again invited to join the expert consultant group of the Secretariat for Multidimensional Security of the Organization of American States (OAS).

Watch João Henrique Martins’ Special Seminar

Delivers lectures on illicit markets for the School of Multidimensional Security at USP, in partnership with the Ministry of Justice and Public Security, aimed at police officers from Brazil and Latin America.

ENTRE LOBOS

Research and data that contributed to producing the main documentary on public security in Brazil.

The documentary "Entre Lobos" plays an important role in addressing Brazil's public safety issues.

We provided a scientific perspective on insecurity in the country and the side effects of lacking effective initiatives, especially due to poor data-driven planning.

Papers and Publications

In addition to the corporate world and solutions for governments and society, we have developed important studies in collaboration with academia. Some of these studies are available for download in this section.
